Assessing the Effects of Political Engagement on Public Service Delivery at the Local Level: A Study of Waling Municipality

Abstract

This study examines the influence of youth political engagement on public service delivery, using Waling Municipality as a representative case. According to the 2021 national census, youth comprise approximately 40.68 percent of the total population in Nepal. However, data from the 2022 general election reveal that only 26.74 percent of elected ward chairpersons in local governments belong to this demographic, highlighting a disproportionately low representation. Both demand- and supply-side factors contribute to this underrepresentation of youth in local governance. This study analyzes the prevailing electoral dynamics, the institutional selection processes of ward chairpersons, and the subsequent roles and performance of younger leaders. The findings reveal that youth-led wards demonstrate higher levels of structural transparency, a greater inclination toward technological innovation, and increased responsiveness to citizens' needs.
