Representation in the Bureaucracy of Nepal: A Study of the Backward District of Bajura
Keywords:
bureaucracy, civil service, geographical inclusion, Nepal, reservationAbstract
Background: Representative bureaucracy concerns the extent to which the composition of public organizations reflects important characteristics of the populations they serve. Nepal uses affirmative action and reservation to address historical and geographical exclusion, including a backward-area category that covers Bajura.
Objective: This study examines the representation of people from Bajura in Nepal’s bureaucracy, focusing on the legal reservation framework, demographic and educational conditions, geographical representation, and barriers to entry and advancement.
Methods: The study uses a descriptive and analytical design based exclusively on the National Population and Housing Census 2021, National Statistics Office publications, Public Service Commission materials, the Civil Service Act, and recent research. Documentary, comparative, percentage, and trend analyses are used where data permit.
Results: Bajura had 138,523 residents in 2021; women constituted 51.6% of the population. Literacy was 71.2%, compared with 76.2% nationally, and female literacy was 63.3% compared with 79.8% for males. Recent research indicates that reservation has expanded access to Nepal’s civil service, but geographical and intersectional inequalities remain. District-specific administrative data are insufficient to calculate Bajura’s exact share of serving civil servants.
Conclusion: Reservation creates an institutional route into the civil service but does not by itself resolve earlier educational, economic, informational, and geographic constraints or guarantee promotion to senior levels.
Novelty: The study connects district-level demographic and educational evidence with national research on representative bureaucracy and identifies the absence of district-of-origin personnel data as a key measurement gap.
