New Public Management Practices in Nepalese Public Organizations: A Systematic Review

Abstract

More than three decades after New Public Management (NPM) began affecting public administration in Nepal, this system is implemented inconsistently, selectively, and strongly affected by the political, bureaucratic, budgetary, and institutional conditions prevailing in this country. In this systematic review, the process of evolving NPM practices in Nepalese public sector organizations is analyzed from the perspective of decentralization, privatization, performance management, accountability, service delivery, and local governance in the context of federalism. The analysis uses studies carried out in academia about Nepal in relation to administrative reform, governance reform, local self-governance, fiscal federalism, and service behavior in local government organizations.
