Digital Transformation Challenges in Rural Tourism and Role of Local Government: Qualitative Study in Annapurna Base Camp of Nepal

Abstract
Digital transformation in rural tourism is a significant issue in developing countries like Nepal. The present study aims to explore the challenges in digitalization in the rural tourism sector in the Annapurna Base Camp (ABC) region, along with analyzing the role of the local government in the region. The study adopted the qualitative research design with in-depth interviews with ten key stakeholders, including tourism entrepreneurs, local representatives, government authorities, ACAP representatives, and internet service providers. A qualitative analysis with transcribing and thematic analysis to present the findings of the study. The study concluded that the rural tourism in the studied area faces the challenges of governance, structural, and digital integration. The tourism value chain and the growth of rural tourism are established with the government's role. The existing role is minimal and needs improvement in the capability of digitalization, infrastructure, and improving the local governance to attain a high integration of digital transformation in rural tourism. Digital empowerment strategies can promote digital transformation in rural tourism. Local government may accelerate digital capability, facilitate digital systems, build a digital trust mechanism, and foster stakeholder collaboration.
